Can I Perform Umrah Without a Travel Agent from Pakistan?

For many Pakistanis, performing Umrah independently sounds like an attractive option. Instead of purchasing a fixed Umrah package from a travel agency, you may prefer to book your own flights, choose your own hotels, arrange your own transportation, and decide how many days you want to spend in Makkah and Madinah.

In principle, Saudi Arabia has made independent travel much easier for many nationalities. Saudi's tourist eVisa, for example, allows eligible foreign nationals to visit the Kingdom for tourism and perform Umrah outside the Hajj season. 

But for an ordinary Pakistani passport holder, the visa is the main obstacle.

This means that while you can independently arrange many parts of your Umrah trip, obtaining the appropriate Saudi visa can make a completely independent Umrah journey considerably more difficult.

Can a Pakistani Perform Umrah Without a Travel Agent?

For an ordinary Pakistani passport holder who does not qualify for another Saudi visa route, arranging Umrah completely independently is difficult because the Umrah visa generally has to be obtained through an authorized Umrah travel channel/agent.

This is the key difference between booking an Umrah trip yourself and obtaining an Umrah visa yourself.

You may be perfectly capable of:

  • Booking your own international flights
  • Booking your own hotels in Makkah
  • Booking your own hotel in Madinah
  • Arranging airport transfers
  • Booking trains or other transportation
  • Planning your own itinerary
  • Choosing how many nights to stay in each city

The problem is the Saudi visa.

And without the required visa or another valid Saudi entry status that permits your intended Umrah visit, your independently booked flight and hotel reservations do not solve the main problem.

Why Is the Umrah Visa the Biggest Problem?

For Pakistani passport holders, the normal Saudi tourist eVisa route is not available simply on the basis of holding a Pakistani passport.

Saudi Arabia's official eVisa portal currently lists the nationalities eligible for its standard eVisa program, and Pakistan is not among those listed eligible nationalities. The official portal states that applicants whose nationality is not eligible should contact the nearest Saudi embassy. 

This is why the situation can be confusing.

A Pakistani traveler may search online and find that people from countries such as the UK, USA, France, Germany, Australia or other eligible countries can obtain a Saudi eVisa online and use it for Umrah.

That does not automatically mean that a person traveling on an ordinary Pakistani passport has the same option.

The passport and visa eligibility rules matter.

You Can Book Your Flight Yourself

One important point is that using a travel agent for the visa does not necessarily mean that you have to purchase an expensive complete Umrah package from the same agent.

For example, you may prefer to compare airline ticket prices yourself and purchase your own ticket.

You could independently choose between:

  • Pakistan → Jeddah → Pakistan
  • Pakistan → Madinah → Pakistan
  • Pakistan → Jeddah → Madinah → Pakistan
  • Or a more complicated multi-city itinerary

The same applies to accommodation.

You can research hotels yourself, compare prices, look at locations, and decide whether you want to stay close to Masjid al-Haram or farther away.

The difficulty is that your ability to arrange these components independently does not remove the visa requirement.

What About Booking the Hotel Yourself?

Yes, you can generally arrange your accommodation yourself.

For example, you could independently book:

Hotel in Makkah: 5 nights
Hotel in Madinah: 4 nights

Or perhaps:

Madinah: 3 nights
Makkah: 7 nights

There is no inherent reason that your hotel reservation must be purchased as part of a traditional Pakistani Umrah package simply because you are traveling for Umrah.

The important distinction is between making travel arrangements and obtaining the appropriate Saudi visa.

This is where many independent travelers run into difficulties.

The Real Question: How Will You Get the Visa?

If you hold an ordinary Pakistani passport and do not have another qualifying Saudi visa route, this is the question you need to answer before purchasing non-refundable flights or hotels.

You should not assume that because you can book every other component yourself, you can also simply apply online for an Umrah visa using your Pakistani passport.

Instead, you may need to work with an authorized Umrah travel agent or an approved channel for the visa.

Saudi Arabia has also introduced official travel-package mechanisms for certain nationalities, including Pakistan, through selected travel partners. The official Visit Saudi website currently describes packages for Pakistani passport holders that can combine visa and travel arrangements, while some platforms allow travelers to customize elements of their journey. This shows that the Saudi system is becoming more flexible, but visa eligibility still depends on your nationality and the particular visa route available to you.

The Important Exception: Having a Multiple-Entry Schengen Visa

There is an important exception that can change the situation for some Pakistani travelers.

If you are a Pakistani passport holder but also hold a valid multiple-entry Schengen visa, you may have an alternative route for obtaining permission to enter Saudi Arabia, subject to the applicable Saudi conditions at the time of travel.

This is particularly relevant for travelers who regularly travel internationally.

Instead of approaching the trip as a traditional Pakistani Umrah package, such a traveler may be able to use the qualifying visa status to obtain a Saudi visit/tourist visa and then organize the rest of the trip independently.

However, do not assume that merely having a Schengen visa automatically guarantees Saudi visa eligibility. The Saudi authorities can impose specific conditions concerning the type, validity and use of the qualifying foreign visa.

Visa rules can also change, so eligibility should be verified through the official Saudi visa channels before making expensive travel arrangements.

Why This Makes Independent Umrah Much Easier

Suppose you are a Pakistani passport holder with a qualifying multiple-entry Schengen visa.

Your situation can be significantly different from someone holding only a Pakistani passport.

You may have a route to obtain a Saudi visa independently, after which you can potentially build your own Umrah trip.

For example:

  1. Apply through the appropriate Saudi visa channel.
  2. Obtain the Saudi visa.
  3. Book your flight independently.
  4. Book your Makkah hotel independently.
  5. Book your Madinah hotel independently.
  6. Arrange your own transportation.
  7. Perform Umrah according to the applicable rules and seasonal restrictions.

In this situation, the travel agent is no longer necessarily the central part of your journey.

Another Exception: If You Already Have a Saudi Visa

Another important situation is when you already hold a valid Saudi visa that allows you to enter the Kingdom and undertake the activities permitted under that visa.

In such a case, you may not need to purchase a conventional Umrah package simply to arrange every component of your trip.

You could potentially build the trip yourself around your existing Saudi visa.

For example, you might already have a qualifying Saudi visit visa. Rather than purchasing a complete package from a Pakistani travel agency, you could arrange:

  • Your own airline ticket
  • Your own Makkah accommodation
  • Your own Madinah accommodation
  • Your own transportation
  • Your own itinerary

The exact rules depend on the type and validity of your Saudi visa, so it is important to confirm that your particular visa permits the intended Umrah visit.

Saudi's official tourism information states that eligible tourist visa holders can perform Umrah, although visa holders remain subject to Saudi entry requirements and applicable restrictions. 

Can I Build My Own Umrah Package?

Yes — but the answer depends primarily on how you obtain your Saudi visa.

Think of an Umrah trip as several separate components:

This is why saying "Pakistanis cannot travel independently for Umrah" is somewhat misleading.

The more accurate statement is:

Pakistanis can independently arrange many parts of their Umrah journey, but obtaining the appropriate Saudi visa is the major barrier for an ordinary Pakistani passport holder.

What If I Buy My Flight and Hotel First?

This is where you need to be particularly careful.

Imagine that you find a great airline fare and immediately purchase your tickets.

Then you book a hotel in Makkah and another in Madinah.

Only afterward do you discover that you cannot obtain the required Saudi visa through the route you expected.

You could then be left with bookings that are difficult or expensive to cancel.

Therefore, the visa should be your first consideration, not the last one.

A sensible order is:

1. Establish your visa eligibility → 2. Obtain/secure the visa route → 3. Plan flights → 4. Book hotels → 5. Arrange transportation.

This approach can save you from considerable financial and logistical problems.

What About the Saudi Tourist eVisa?

This is another area where travelers can become confused.

Saudi Arabia's official tourist eVisa is a multiple-entry visa for eligible nationalities and can be used for Umrah, excluding Hajj. The official terms state that the eVisa is generally valid for one year, with stays of up to three months, subject to the specific visa issued and its conditions. 

But the important word here is eligible.

Pakistan is not currently listed among the ordinary passport nationalities eligible for the standard Saudi eVisa portal. 

Therefore, a Pakistani traveler should not simply assume:

"Saudi tourist visa allows Umrah, therefore I can apply online."

The first question is:

Am I eligible for that Saudi visa using my passport and circumstances?

If the answer is no, you need to investigate another legitimate visa route.

Independent Umrah vs. Traditional Umrah Package

There are advantages and disadvantages to both approaches.

Traditional travel-agent package

The conventional approach is straightforward:

  • Contact an Umrah travel agent.
  • Select a package.
  • Provide your documents.
  • Let the agent handle the applicable visa process.
  • Travel according to the package arrangements.

The downside is that you have less flexibility.

You may have to accept the agency's:

  • Flight options
  • Hotel selection
  • Number of nights
  • Transportation arrangements
  • Package structure
  • Pricing

Self-planned Umrah

If you have a qualifying Saudi visa route, independent Umrah can give you considerably more flexibility.

You can decide:

  • Which airline to use
  • Which airport to arrive at
  • How long to stay
  • Which Makkah hotel to choose
  • Which Madinah hotel to choose
  • Whether to use the Haramain train
  • How much to spend on accommodation
  • Whether to travel alone or with family

This can potentially make the trip more personalized and, depending on your choices and timing, more economical.

A Practical Example

Consider two Pakistani travelers.

Traveler A — Ordinary Pakistani passport

Traveler A does not have a qualifying foreign visa and does not already have a Saudi visa.

He wants to:

  • Buy his own flight
  • Book his own hotels
  • Arrange his own transportation
  • Perform Umrah independently

The major problem is the visa.

He cannot simply rely on the standard Saudi tourist eVisa system because Pakistan is not listed as an eligible nationality for that standard eVisa route. 

Therefore, he may need to use an authorized Umrah travel agent/approved channel for the visa.

Traveler B — Pakistani passport + qualifying multiple-entry Schengen visa

Traveler B has a Pakistani passport but also holds a qualifying multiple-entry Schengen visa.

His circumstances may provide an alternative Saudi visa route, subject to the current Saudi eligibility requirements.

If he obtains the appropriate Saudi visa, he may then be able to construct the remainder of his Umrah trip himself.

He could independently purchase his flight and hotels rather than purchasing a traditional all-inclusive Umrah package.

So, Can You Perform Umrah Without a Travel Agent From Pakistan?

The short answer is: sometimes, but not as straightforwardly as it is for citizens of Saudi eVisa-eligible countries.

For an ordinary Pakistani passport holder without another qualifying visa status, the Umrah visa is the major hurdle, and you will generally need to use an authorized travel agent/approved visa channel rather than simply applying for the standard Saudi eVisa yourself.

However, the situation can be different if you have another qualifying route, such as a multiple-entry Schengen visa, or if you already hold a valid Saudi visa that permits the intended visit and Umrah.

In those cases, you may be able to separate the visa process from the rest of the trip and build your own Umrah arrangements.

The Bottom Line

If you are planning Umrah from Pakistan, don't think of the question simply as:

"Can I book my own Umrah package?"

The better question is:

"How will I legally obtain my Saudi visa?"

Once the visa issue is solved, booking the rest of the trip independently is relatively straightforward.

You can potentially purchase your own:

  • ✈️ Flights
  • 🏨 Hotels
  • 🚆 Train tickets
  • 🚕 Transportation
  • 📅 Travel itinerary

But for an ordinary Pakistani passport holder, the visa remains the critical piece of the puzzle.

If you have a qualifying multiple-entry Schengen visa or an existing Saudi visa, your options may be considerably broader.

Because Saudi visa rules and Umrah procedures can change, always verify your specific eligibility through the official Saudi channels before paying for non-refundable travel arrangements. The official Visit Saudi platform provides current visa information and support, including a 24/7 contact service.
