What's New in Umrah Visa Rules — 2026 & 2027

Saudi Arabia introduced major changes to Umrah visa rules effective June 10, 2026 (14 Dhu al-Hijjah 1446 AH). These rules continue through 2027. The changes focus on improving the pilgrim experience, ensuring higher service standards, and streamlining logistics.

1. Mandatory Confirmed Hotel Bookings via Nusuk Masar

  • No visa without booking: Umrah visas will not be issued to international pilgrims without confirmed hotel bookings through the official Nusuk Masar platform.
  • Ministry of Tourism licensed hotels only: Only hotels licensed by the Saudi Ministry of Tourism will be accepted.
  • Electronic submission: All accommodation contracts must be submitted and approved on Nusuk Masar before the visa can be processed.
  • Purpose: Protect pilgrim rights, prevent fraud, eliminate overbooking, and ensure high-standard accommodation.
  • Non-compliance: Failure to upload verified hotel contracts through Nusuk Masar can lead to visa delays, rejection, or penalties.

2. Elimination of "Visa Only" Applications

  • Integrated packages required: Pilgrims must apply for an Umrah visa as part of a comprehensive Umrah package that includes confirmed accommodation and transportation through an authorized travel agency.
  • No individual visa-only option: Booking your own hotel and applying for a visa separately is no longer possible unless done officially through Nusuk Masar and approved partners.

3. Updated Umrah Visa Validity

  • Extended validity: Umrah visas are now generally issued with a validity period of 3 months (90 days).
  • No movement restrictions: Pilgrims can travel freely within the Kingdom during their 90-day stay.

4. Post-Hajj 2026 Resumption

  • Umrah visa applications resumed on June 10, 2026.
  • Entry to Makkah permitted from June 11, 2026 for those with valid permits.

5. Relaxed COVID-19 Protocols

  • No COVID-19 vaccination documentation required for most pilgrims.
  • No PCR or antigen tests required upon arrival.
  • No quarantine required.
  • Masks are generally not mandatory but still required when praying indoors.

6. Mandatory App Usage

  • Nusuk App: Central official app for Umrah permits, Rawdah permits, and logistics.
  • Tawakkalna App: Required for entry to many public venues including mosques, restaurants, and hotels.
  • Muqeem App: Registration no longer mandatory but encouraged for vaccination status updates.

7. Mahram Rule for Women

  • Relaxation for group travel (over 45): Women over 45 traveling in a group are generally not required to have a mahram.
  • Pakistani context: Pakistani authorities may still have specific requirements. Confirm with a licensed travel agency.

  • Base Umrah visa fee: approximately 980 Saudi Riyal.

Umrah Visa Application Process

Follow these steps to apply for your Umrah visa from Pakistan:

  1. Choose a licensed travel agent: Select a licensed and reputable travel agency in Pakistan that specializes in Umrah packages and visas.
  2. Gather required documents: Valid passport (6+ months validity), passport-size photos with white background, and a completed visa application form.
  3. Book your Umrah package: Select a package that includes confirmed Nusuk-registered hotel accommodation and transportation.
  4. Submit application through agency: The agency processes your application, submits the Nusuk BRN booking, and files with the Saudi embassy.
  5. Receive visa confirmation: Once approved, your agency provides the visa confirmation and travel details.

Umrah Visa Processing Time

Umrah visa processing usually takes 7 to 10 working days after all documents and Nusuk BRN bookings are submitted. Apply well in advance to secure your preferred travel dates, especially during Ramadan and peak seasons.

  • One recently taken passport-size photo (white background)
  • Valid Pakistani passport with at least 6 months validity
  • Official Umrah visa application form

The 2026 Nusuk BRN requirements are expected to continue into 2027 with only minor adjustments. Pilgrims planning 2027 Umrah should expect:

  • Continued mandatory Nusuk Masar hotel booking
  • Package-only visa applications through licensed agencies
  • Similar 90-day visa validity
  • Visa fee adjustments for inflation (estimated 1,000–1,050 SAR)
  • Continued relaxed COVID-19 protocols
